If you live in the US, you have nothing to complain about. There are so many contests and promotions in the US that are not available to the rest of the world that it's horrible. I live less than a 45 minute drive to the US Border, and because I'm not in the US, I don't qualify.
But, I'm not complaining. I'm Canadian and proud of it!

And yes, confirming that that contest is only for people with an adress in The Netherlands/Belgium.

Real life needs alts with different addresses. Would be useful in more than a few situations.

Not just addressed, but different faces too, like here in the forums. Then you could go and tell off co-workers, yell at strangers, light **** on fire, and do all sorts of awesome stuff.
