hmmm low skills... i would be thinking of around 800 - 900mil.
Will take a lot of time to improve those learning skills, and a lot of various other skills.

Have most of what you require though Mining is at lvl 4 thats a quick 4 day train to 5 and mining upgrades is at 4.. have a few miners and have never needed it at lvl5
Decent learning skills. She's a has perfect Ice mining minus the implant but can use it.
