I found the page on the wiki which describes the colours on the overview (http://wiki.eveonline.com/wiki/Overview_scanner). It says a yellow background means the pilot has a negative standing. Is this the same as security status? I see many pilots that show up yellow (orange on my monitor, idkw). When I look at their info they do seem to all have a negative security status. But sometimes I see pilots that have no colour at all and some of them also have a negative security status. Why is that?

If they have a negative status, and they don't show up as colored in your overview, it could be bugged.

Firstly, you don't 'go yellow' on the overview until you have reached a certain negative rating (I don't recall the exact # atm, its around -2 I think). So if you see people with just a little negative sec that can be why no yellow highlight.
The other reason is a bugged overview, which has been a problem for as long as I have been playing. If you are in doubt just hit tab a couple times to minimize then reopen the overview and it should refresh with all the correct info. --------------------------------------------

Wrong. Even -0.01 will cause you to turn yellow in a standard overview setting.

This, however, is pretty common.
"Low standing" is people you have personally set to lower standing (by choosing "Set Standing" in the right click menu). Low security status should not be confused with low standing. This must be something that has changed recently then, because I have had alts that were not being highlighted yellow which were in the -1.5ish area... I admit it has been a while since I paid attention, so maybe CCP has changed the default. --------------------------------------------

CCP overhauled the overview colours and flashing not too long ago. Check the overview settings. You might also want to default them to get CCP's current idea of what they should be (some priorities were changed).

Just a little rant on the overview,
I personally don't display the yellow security status color, I think it's fairly useless. It may be a good indicator of who to be a little more cautious of when freighting stuff through highsec but other than that, anyone can be out to kill you nomatter what their security status is.
The most important one is war targets, because they're free to engage you without interference from concord or sentry guns. As such I let them flash. I remove the flash whenever I'm an outlaw (anyone can jump on me anyway then).
Outlaws I just leave with a red background, because whilst I'm free to engage them they can't engage me unless I'm an outlaw too. As such they differ a bit from the war targets.
Members of my fleet, corporation and alliance I set as the highest priority, I don't want members of my fleet to be flashing red just because they're outlaws. Some people don't display their fleet members on the overview, simply because it can clutter it up badly.
Neutrals I generally give an icon (yellow for no reason in particular) to make them a little bit easier to notice in the overview and local. Afterall, in low and null-sec a neutral can be just as dangarous as an outlaw.
As for the overview in general, most people (myself included) like to keep it as clean as possible, removing astroids, faction police and such. If you must have something displayed then you can always make a special tab for it. It's a good idea to make a tab specificly for drones, so that they don't clutter up your main overview and can be targeted more easily when necessary just by switching overview tabs.

The negative standing status is borked. I've given up trying to get it to work consistently despite reading all the guides and trying different settings. In a Corp like RvB that's a real pain as I need to differentiate between WT's from Blue corp and third party war decs. I do this by giving 3rd party war dec corps personal negative standing. It won't work. I've been told there is a bug and to fix it I can't do what I want so the fix is useless. Its been around for years apparently.
The fact I have to mess with all this in space and not the station makes it even more of a pain. Other games give 'dummy data' to test the interface without having to find out it does not work when its too late to do much about it.

The overview backgrounds are ranked when you go into your overview settings. That means that backgrounds that are higher on the list will override backgrounds lower on the list, if a pilot is subject to more than one background criteria.
For that reason, you should 'move up' and 'move down' those criteria that are higher/lower priority to you.
