OK this is more for the Indy side of the game than the fighter side but eh.
be it that your a scientist miner or producer you work with tools ( in game albeit) wouldn't you like to be able to buy better tools, or install ones that are not available
as an example , your a miner/producer in a alliance who has just taken a rather large portion of null sec but the whole area you have has one station. and it has no facilities( refining, medical, etc)
when you get to the station you have 5 slots. you select one and select "mineral tools"( name can be changed) and after a significant sum of materials has been provided your new tools are ready giving you access to one refining slot( you can only refine 1 ore type at a time) that only you can use with a multiplier of X.35, installing a second set of tools gives you an additional 20% that stacks, max you can get from this is X.95%.
you could then install some Assembly robotics tools which reduce the general time it takes to produce items and modules
or you could install so production effecy drivers that reduce waste
the could be specialty tools for ammo production or frigate Assembly allowing a dedicated Indy to build a specific item faster and for less materials than before.
keep in mind that these tools are yours alone so no one else can benefit from them and that installing more tools costs more. and as far as i can perceive it shouldn't be that hard to code as well
i should allso point out that i there are far more tools than i have specifyed above.

It sound like you are talking about station upgrades which already exist. Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congratulated by carebears for the actions. |

if by station upgrades you mean outpost upgrades than sure kinda like that
the point im going on is that yes you can upgrade outposts but they generaly never have whats best for every one. like im my example a station that has no industrial facilitys . in your personaly hanger you could install a micro refinery ( note that started with a X.35% mod) that only you could use . or you could install special ammo construction bots to increase the speed of your ammo production etc. it would make it alot easyer for industrial player if we could have a set of these tools at are station allowing us to get a compdative edge over those who mearly dabble in industry

Market value = mineral cost * difficulty of producing item.
Difficulty of producing item = effort/cost of producing BPCs, aquiring minerals, and aquiring access to facilities.
Aquiring minerals = effort to get things refined.
Ultimately, the super rich will simply mass-produce the refineries at 35% base speed and produce 200 of them, so they produce at 70x base speed.
The economy depends on having limited access to these resources.
Outposts are permitted upgrades because they are exponentially expensive to both create and to defend.
Your corp hanger in jita is less difficult to defend.

um ok maybe i didnt explain the refiners well enough , at a station you have 5 slots avalable for tools, when you first install a micro refinery it allows you to refine 1 type of ore at a time with a X.35 multiplyer , every aditional microrefinery you add increases the X multiplyer by 20 with a max of 95%. same kinda thing for the processing lines . installing a ammo line would decrease the time buy say 20% with an aditional 10% per line, installing ammo production bots could reduce material cost by 5% per installation.
does this explain it better?
