Anyone know how to limit bandwidth on a router, my brother's WOW addiction makes it impossible for me to do pretty much anything when he plays WOW.

Other than RTFM ... I'm afraid I don't have much advice.
If you've got a little cable router ... it may well not be able to do it - and that's probably what you've got.
The routers that can do that are all like Cisco routers and such.
Now - the Cisco site - has a horrendous amount of information so if you do have a Cisco router you might be able to look it up there. If not a good computer book store may have an after market book on router configuration.
Make sure you back up your configuration files before you frakk around with them though ...
Of course ... if all you've got is a little Linksys Cable Router ... you may not be able to do that either ...

Hmmmmm
Check the model of that router. WOW running on another machine in the network should NOT be a problem if your ISP is not crap. There is also a chance your ISP could be making the limit.
Every new router has built into it a "switch". Older routers do not have this. If you tried to run two WOW accounts, or even two EvE accounts if the port usage is the same, on an old router will cause a host of trouble. If you use an old router like that you will have to connect a 4 or 8 port switch (they are cheap) to the router and then connect your hard lines to the switch. I had this problem back in 2005 with a router I purchased in 1999.
It's so common for new routers to have the switch built in that it's hardly mentioned now, but around 2005 you would see it on the box, something like "with built in 4-port Ethernet Switch!".
See to this router or add the switch, and things could improve.
Be glad you don't have a bum for a housemate who watches videos all day. There is a reason why I have over 2M SP in drone skills and can't fly drone ships any more.

Thanks for the responses, I will look into suggestions, worst case ( or best case, your choice) I'll just cut his line
