Or they sold alot of plex. Seriously, who would bother with the risk of buying isk when you can just buy time codes? I, for one, love the plex system. Allows me to play for free.
When we see fits this horrible it's obvious we're dealing with a new player. While I'd still kill him, I think it's only right to tell him how to fit his ship afterwards. More fun when they can fight back, after all.
