My girlfriend freaked out when I lost my wallet for a total of 1 hour, and cancelled all my cards. My other account, of course, lapsed the very next day. Can I buy a 30 day PLEX off the market with one account, and apply it to another? Sure, I know I COULD just play one account for the next five days, but I'm losing training time on my internet spaceships.

You could try petitioning for a 24 hour extension to apply a plex. |

Usually, no. Since the account must be active to apply a PLEX, that's usually not the case.
GMs in the past have been known to reactivate a account for 24 hours so that a PLEX can be applied - petition using the closed account, be polite and explain what's going on, and the GM may be nice enough to do the reactivation.
Once he does, contract the PLEX immediately to your reactivated account, and fly that character to wherever the PLEX is located as fast as you can - 24 hours can be suprisingly little time when you have Real Life to account for as well.

Generally the GM's will allow a 24h reactivation if your intention is to sub the account with a plex in that 24hours.
Also, just for clarification, you don't need to be at the same station as the plex to activate it. Just open your assets tab, right click the plex, and activate it.

Either do what the above said, or you could just ask for a GTC for that character in the Timecode bazaar forum, which you can accept through the online account management.
