When running Eve, my cpu regularly runs in the 60-80% range which makes my fps chug along at 5-10 fps. I am running win xp/sp3 with a P4 3.0 ghz cpu w/4gb of ram and a nvidia 9800 gt. I've tried everything from updating drivers, to clearing cache, reinstalling the game, cleaning out fans, defragging, clearing out temp internet files, checking tempuratures for cpu/gpu, remounting ram, updating bios. Nothing works. I even contacted two tech friends and they were stumped. I'm at my wits end. Any ideas?

Games tend to hog CPU. Exefile.exe is the games Executable.

Try another video card and a fresh installation of Windows and EVE Online. Eliminate as many variables as possible and begin with a clean slate. You'll get nowhere guessing.

I have seen a weird thing in certain situations when the "effects" are turned on, having cpu go very high, increased memory and resulting low fps. This is something that builds up over time and not immediatly noticable. Turning off "effects" negates this issues entirely. The issue was when using mining drones.
Pressting ctrl + alt + shift + m opens a monitor window, on the large graph seen in there in the tab, when fps get low, I can spot the cpu line going high and fps line going low. I spent a lot of time trying to narrow down what causes this for me, but the only thing I have found out are that it is about mining drones and having "effects" on.

The pentium 4 is probably your bottleneck.

Many thanks to Zaiyo for the monitor. I"ve discovered that I have no resource cache, even when I enable it. Any thoughts?

I recommend buying new speakers or a microphone. If the speakers are old and not made by a high end speaker manufacturer like logitec or creative they can negatively affect to performance.
Some time ago some guy said that after buying new speakers his fps went up by 80%?

I've seen this question before and I don't think its anything directly to do with EVE unless some of it has got corrupted. It could simply be something like the processor taking on too much as the graphic card processor or memory is failing or, really, almost anything. Effects in the game would simply make the issue more obvious rather than be the cause of it.
