Hey,
At the moment I'm inventing ishtar bpcs but I'm having some problems with the outcome. It seems that I only succeed in like every 10th invention, It's quite hard to make isk this way.

I have all those skills at IV.

Inventing is a chance based activity, you should never expect it to be a guaranteed profit. You will encounter stretches where your number of successes is lower than the expected success rate, it's called bad luck. Experienced inventors know this, and therefore keep a buffer of ISK to work through these times.

What success rate should I except with all skills at IV and same question with V.

Come back when you have at least 10,000 invention job completed and then take a look at your success rate. It'll be closer to where your skills are in line with.
Sometimes you'll have great streak, sometimes you'll have bad streak. You're just in a bad one atm.

Should I stick with the skills at IV and train other useful skills or take them to V?

The differences between "all L4" and "all L5" is quite small. Luck plays a much, much larger role in small-scale operations.
Unless you plan to invent something specific on a regular basis for a long time, I would not bother with the corresponding encryption method to L5. Also, unless needed as a prerequisite (or you do R&D in that field), there's not much of a point to bringing any of the science skills to L5 either.
