Where do i find all these pith-X types and all the other rare mods in the game that go for like 800mil+? wormholes or something? thanks in Advance!

It depends on which mod exactly, but 'Faction' mods, such a domination, true sansha etc can be found from rare(ish) belt spawns or from pirate LP stores.
The deadspace stuff like pith/gist/corpum/core stuff comes from plexes mostly found though 0.0 exploration.
Officer gear is dropped from very rare officer belt spawns.

Thanks, but what do u mean by rare'ish belt spawn, killing the NPC's in belts, in low sec? or 0.0? and once u kill them, they might have rare mods in their loot that they drop?
and the officer gear is from NPC's as well in 0.0? or low sec?

Mostly from exploration complexes. Some of these are fixed in space and have beacons -- for example the Sansha Military Outpost seen in several highsec Amarr systems, for example Youl. The complexes are ranked levels 1 to 10, and most of the "visible" ones are level 1 or 2. Even a level 1 complex in highsec can drop deadspace loot (in fact, those Centii C-Type Adaptive Nano Platings are quite nice!) but to find the best stuff, you'll need to explore for combat sites ("unknown" type sites) and the best ones are in 0.0.

I forgot to mention, you can also get them from player wrecks sometimes. Hulks, in particular, have a good percentage chance of dropping nice shield boosters.

Confirming this.
You can use ship scanners to identify these hisec faction spawns.

Well you get faction spawns in lowsec and 0.0 and the spawn you get depends on where you are. So you get Domination spawns in curse for example as Domination is the part of the Angel faction and Curse is Angel space. The spawn itself will have an NPC in it named for the faction, so rather then just a plain old Angel Commander, you might get a Domination Commander. Faction items may drop as loot from such and NPC, though you might just get tags and ammo.
Officer spawns you only find in NPC 0.0 space, and they just turn up in the belts and hang around for a while until you shoot them.
