I think you will only find them in a 0.9 system or higher. Go to Eve-Agents and search for advisory agents in The Forge. You want advisory eventagents, I think.

There's a screen showing closest tutorial agents. I think it's accessed via the help button. (Help can also be opened with... err, F12?)
Career window or career agents or something like that.

F12 for help menu
then goto tutorials
then "Your First Days"
then Quick start or w/e
and then try to open it and itll tell u that ur in the wrong system and u can get a list of systems that are acceptable
pick some form the list and set destination til u find the nearest one

My sig has a link to the old tutorial and event agents. Anyone listed should still be there - but it doesn't include the two extra Career agents they added to each of the schools.
Now - there is a difference between a Tutorial Agent and a Career (aka Event) agent.
The Tutorial Agents are the ones that give you the two mission "Endless Struggle" (or whatever) missions. One is combat, the other is courier.
The Career (or Event) agents give out 10 mission sets oriented towards either the Military, Industrial or Trade specialties.
If you reset your tutorial missions in the ESC menu then when you exit your station you will get the message about being in the wrong system and a link to each of the Starter Systems pilots originate in - and where they are offered the Crash Course mission that tells you how to fly your ship.
If you want to get to the closest School with the 3 10 mission agents - open your help and find the Career Agents button. Now these will send you to the closest Career Agents - who if you have moved around - may not be from your faction and hence the faction standings increases you get from their missions - will apply to the faction they are from - which might HURT your standings with your faction.
Thus you had 3 Types of Beginner Training:
Crash Course - given by Aura your ships computer - hands you off to a Tutorial Agent
Tutorial Agent - 2 mission set - hands you off to the Career Agents
Career Funnel - 3 Agents who will each give you a 10 mission set - hands you off to a Sisters of EVE Epic Arc Mission.
There's supposed to be a new PVP tutorial but I've not done it so I can't comment on it.
