I dunno what kind of tank you need in a low level wormhole, but this setup is better than your posted one in all ways except that it lacks a salvager.

The above fit maximizes sustained tank, and can be fit without fitting implants if you use faction armor reps.
A better fitting would probably drop the 2nd rep and RCU for 2 heatsinks, and swap a cap recharger for a tracking comp... but I don't know how much you need to tank.

Simply put, don't use a Legion for low-level wormholes. Use a Zealot.
Why you ask? Because while a Legion can be a great tool for Class 3 wormholes, it costs aren't worth the risk. I would say use a Drake, or a Zealot for Class 1-2 wormholes.
If you want to use a Legion, go for a Class 3.

T3's are as already mentioned only worthwhile in C3's and even then you want to be in a gang to get the sites done quicker and scare off roaming whpvpers. Solo WHing can be very profitable if you do C1-2's in a battlecruiser (The drake is one of the best for this) because you can affod to lose it every once in a while. If you are going to bring in a legion it'll cost you 1,5 bil with a good faction fit (T3's really deserver deadspace fits) and it takes many runs in C2's to get up to that amount of isk.
