can it be made possible to transfer characters with a paypal method?
i have no other way to pay so i cant sell a character couse i cant pay for the transfer.
payment for the account can be donne with paypal but transfers cant. are there plans to make this posible?

this is highly unlikely as paypal funds are not immediate and ccp have no way of knowing for sure that money has been paid, however by Credit card it gets athorised thus they know money been paid

No, CCP does not allow you to use any other means to pay for characters. If they catch you, they may freeze your accounts or ban you. Their rules are posted as a sticky in this forum. You should check them out.

guess ill just have to keep the toon.
its to bad couse it could make me somme isk. maybe in the future they will make it paypal possible just like the subscriptions.

I dont know if they will, but I know two folks who have done deals like this and the sellers made false claims that their accounts were stolen and sold without their permission. Since CCP has no 'direct in game' proof of the transaction and it being against their rules (despite other proof given by the buyer from paypal and ebay) they have frozen all accounts in question.
When CCP does that its difficult to convince them to unban the accounts and you will certainly not see your money back from the seller.
Its best just to stick with the bazaar for now. Its the safest way and easiest to fix if someone tries to scam you.

Of course you can use PayPal, you just need to be a little innovative.
Go to Walmart.com and buy an American Express gift card via PayPal. CCP accepts American Express.
