Sorry, no, you will have to do better. I have got multiple offers ingame in that range too.
Even some rather funny ones trying to tell me what it costs to produce a titan and what therefore its price should be.

Add to the 31bil 7-10bil for a BPC ME0, the build time of atleast 1 month for the components ( if you have all BPO's ) , 200 JF hauling to 00 space, 7 weeks building and risk to loose the pos, the jamming of the system and 4bil + for the pos equip.
I think 68 is a fair price, friendly bump ;)

Takes only 7 JF trips to jump minerals down if you are not stupid :)
And the pos stuff is there no mather if you build it or not ;)
Takes me 2 freigther trips to gett minerals for my freigthers to

As a fellow Titan builder (Avatars and Levis) I can confirm that building a Titan is a major pain in the rump. It makes fantasitic money, yes, but still, a truly major project which ties up tons of ISK and reasourses during the build.
68 Billion is a fair price.
