How to make conquerable wormhole space: Allow wormholes to be conquerable- This would mean you can drop a TCU and claim it for yourself.
Create stable wormholes- For an good amount of cash (say normal Sov upkeep cost per unit) because of the wealth in w-space it's not crazy, you can find a wormhole that links to another w-space you like and plant a wormhole stabilizer on each side of it, feeding it goods like a POS to keep the wormhole stable. This will allow you to carve out a little territory you can claim instead of just a random system. Only allow 2 generator per system, that way it will keep it to single links, and fights over systems can happen on the edge of the chains moving inwards.
The problem is "What about the mass restrictions?" Good question, its something i have thought about and haven't found a really good answer for. I think you should have to feed the wormhole to use it, kind fo like a jb. So if there was a mod that ANYONE(bad guys included) could drop fuel into (say LO) but couldn't take fuel out (RP Reason: The fuel in this module is under so much spatial distortion to power the stabilizer that removing fuel is impossible). This makes it more like a stargate that requires you to feed it.
If the LO (for the sake of argument) runs out, the wormhole would contract but not collapse, you would have to insert more fuel and it would have a timer before it came back up to useful strength.
This would allow invaders to use the wormholes (and use your fuel if they contract the wormhole) as well as make it NOT a stargate. LO is used up just as a jb uses LO determined by mass of ship.
And thats it... for now.
EDIT: No stable wormholes empire or low-sec. I see no reason they cant be planted in 0.0 under your sov, but we might not allow that either because big alliances might just conquer all w-space as well. I like the idea of none being allowed in k-space to keep the w-space empires somewhat isolated and feuding among themselves and against encroachers.

Can't say that any such changes will ever be an improvement, much less in the interest of the game as a <ahem> whole.
Wormholes offer Corps, especially small to mid-sized corps, the opportunity to leave Empire and enjoy many of the benefits of 0.0 style space without going to non-wormhole 0.0 space.
That's the way it was designed. Changing WH's in any significant manner that you suggest would just make WH's an extension of existing 0.0 regional space -- pretty much defeats the whole purpose of WH's at that point.

I like to play this game because it make my in-game actions and archievments to mean something in-game. |
