Hmm i dont know man! The rupture is pretty low on alot of these list, im not even sure some of you fly it. Rating the thorax above it is pretty ****ed to me atleast. I honestly think the moa is better than the rax.
Their is no doubt in my mind the 2 best cruiser ingame are the VEXOR and RUPTURE!
I would also like to submit the bellicose and stabber to this thread. Im also of the opinion that he bellicose is better than the stabber and caracal. The bellicose is closer to being a vaga than the stabber and has better tank btw!
I can also link you kills with the stabber and or bellicose! Fun ships to fly to = )

Rupture is probably the best T1 cruiser, IMO. For Amarr/Gallente you should be looking towards the Arbitrator or Vexor. I'd personally go with the Vexor, but the Arbitrator is very nice. :)
And to the Caracal haters: it's a great ship... especially for killing frigs!

Caracals suck against cruisers and above. Fly it only if you want a dedicated anti-frigate platform. However, let me remind you that arbitrators and vexors can also take out frigates with great efficiency.

The two lists would look quite different.
The reason I rate the Caracal above everything else is a very simple one:
How often do people* in shiny, expensive and expensively fitted t2 frigs, engage your Vexor/Thorax/Rupture/Arbitrator when given the chance? I bet it's not as many as engage a Caracal.
It isn't the best cruiser. It IS the most cost-effective one though and it probably IS the best at what it DOES do.
Blackbird is disqualified on the grounds of being instant primary by everyone ever and therefore extremely unlikely to live very long due to the lack of a cloak OR any kind of toughness. It's a sign of it being awesome and feared but not a sign of cost effectiveness.

I used to fly an Autocannon-double-repping fit Maller. Was awesome!
The Maller is a tough nut add a little speed and some faction ammo and its well worth the isk. You could always buy a BPO or copy of your chosen ship and produce your own which would help with your costs you could then upgrade to a Vexor or Thorax perhaps.

All the races have good cruisers to choose from imo.
For the Amarr there is the Arbi, hands down a great ship even for experienced pilots. The Drone + TD combo with free highs and abundant lows makes it one of the best drone platforms in the t1 category. I consider it just a touch above the Vexor because of the TD bonus, and because its Amarr. . . ----

If you want to Kick ass and chew bubble gum, There's 2 ships that really Are in My opinion the best Insurable Pvp ships, Those are the drake and Brutix, Persoanly i fly the harb, but it dosent insure nearly as well though it can out preform a brutix easy, and is on par with a Drake 1v1,
Drake gets 600+ dps with 80k-100k Ehp Brutix can have a few different fits which do pretty well solo but take some serious Micro management. which - Emperor

Environment matters a lot to the most suitable type of ship for you: 1) solo vs small group vs large fleet 2) empire, low-sec or 0.0 3) common ship types of your fleetmates and tactics of your corp FCs 4) common ship types and tactics of opponents commonly encountered 5) frequency of PVP and your income strength
Based on this the answer could easily vary between T1 cruiser, BC or HAC
