Have you tried lowering the settings to see if it helps?

I experience such things too (just not full circles, my artifacts are a little narrower flashes), but i won't care this things too much. In the game i experience such artifacts in asteroids and inside stations, so i lower the HDR to "Low", and that's solve the problem in the game. The flashing artifacts exits in the login screen tough.
Just a side note: as far as i know, the EvE wont support the Crossfire... (i have a Radeon 4870X2).

I have a HD4870, and was experiencing the same issue. Turning off bloom fixed the problem. But it still sucks that had to do that since I don't get the full effect of max graphics now.
From what I've heard from a few people, it's only an ATI issue.

I get the exact same effect if i turn Bloom on. I'm using a GTX 260 so it's not just an ATI problem.

Im getting the same problem at the log in screen and when I disabled boom it went back to normal. Earlier today I switched from and Evga 8800gt to and HIS 5780 and when I first loaded up eve I didn't get that graphics glitch until after I took a short break and came back.
Funny, once I found the problem I checked the forums and behold someone else is experiencing the same problem.

I suspect this is all due to having HDR enabled. I think I have seen something similar myself.
I wonder if it was some particle streaks flying around in space, that turned into flickering bright white balls.

Hey,
I had the same issue with my ATI RADEON HD 4870 even before Dominion. I turned off bloom as well and played long time like that until i messed around with ATI Catalyst control center after updating to latest drivers some time ago.
In the latest CCC theres an option for Smoothvision HD:Anti-aliasing and Smoothvision HD:Anisotropic filtering to use application settings. After i checked both of those boxes and started eve white boxes were gone with bloom set to full. (Happened after Dominion so i thought CCP just had done something with the graphics engine since expansion apparently set bloom back to full and i didnt see the white flashes anymore.)
It might be just my system it works on but i hope it works on others as well.
Oh just one small sidenote. Fallout 3 slowed down a lot for me with these settings so i have to uncheck them for it before playing.

Same problem here, just turn HDR to low or off and it's fixed, all my other settings are still on high.

still.. CCP should fix this seeing as most of us are paying alot of money on our grafics cards and expect to get the most out of them on any game
