Does not spawn the all powerful Concord? If your sec status is hurting, it sure does. I'd imagine zombie/cyborg spaceships might violate Concord rules etc. Half assed expansion is go. |

Yeah, having red sec status and having a GCC after going through CONCORD space is always messy business.
From a lore perspective, CONCORD didn't do anything when it came to the lore that kicked off Faction War (Caldari invading Gallente homesystem and reclaiming their old planet), even though CONCORD is supposed to be the peacekeeping force between the empires.
Therefore it's reasonable to assume that CONCORD's shift had focused from NPC Empires and Pirate Factions to capsuleer interaction. The further CONCORD goes is putting bounties on pirate ships and awarding sec status to those who eliminated the target ships.
It seems to be left up to the empires and capsuleers to defend against the Incursions, and in CONCORD-sovereign space, the regular security forces are in charge, versus the extra-awesome SWAT teams used agains capsuleers. |

OP is right - there should be no highsec incursions.
Sanshas invading highsec, abducting millions to modify and enslave them and I get concordockened for suicide ganking some shoddy tengu?

Incursions in Concord sov space kinda negates the fact that Concord nearly instapop any player ship. Not to mention jam/neut them to death. They instapop player ships, but need help with some crap NPCs. Get rid of Concord period, and its a bit more believable. Boohoo my hauler got popped by suicide gankers. |
