So it's just a bug that it doesn't appear when you do a search for it? I searched for Large and Blaster and it's not returned on the results (though the railgun spec is)
Edit: With show active items off of course

If you go on the market and do a SEARCH (search tab, not browse) for them, they do not show up. Hence my assuming that they aren't on the market.

Odd.. since when did different regions have differnt active and inactive item lists? I think my konfuzion w/the skill is caused by being in a non-standard region.

I've gotten to the bottom of this:
It's a bug. Yup. A bug.
Go to the Essense region (Gallente space) and turn off "Show all active items". Now try to find the Large Blaster Specilization skill....don't search too long 'cause you'll never find it until the "Show active Items" is turned back on.
