swap a ccc for an auxiliary nanopump
put an large batterie on
get some tractor beam and salvager in hights :)
about the second thermic hardener, try an faction eanm, maybe you will win a bit more tanks but i am not sure

Oh, and use WASP's II, they deal the right dmg type, they are faster and have better tracking, they easily take out frigates aswell.

Even has a cloak for evading hostiles, Is cap stable pulls a nice 650dps and has a 888 dps perma run tank on it.

good for ratting, but sux for plex as you won't be able to self tank everything.
Gun are pretty useless on ishtar too, cuz you need to move to tank alot more, and getting in range can be an issue
just my opinion

single rep is enough tbh... as long as you keep the afterburner running and kill the webbing rats first, you won't be getting much damage. I ran an 8/10 with a proteus with single rep. Also as a reference to the post above, guns are always good to have on if you don't want to wait 1-2 minutes until you get all agro on you so its safe to deploy the drones. There will always be something in range of shooting with railguns... generally tackling frigates spawn away from the ships in order to give player some time to get in position.

It really depends on what you're going to be more. If you are living in 0.0 and plan on ratting more than wormhole diving, you can go with this. Granted, this is from memory and I used at least half Serp-named modules rather than tech 2, but this should illustrate the point.

Rig to your pleasure as this setup was what I was using before rigs were even put into the game. The point of this setup is that it's infinite. There's NO AMMO to worry about. The only thing you have to worry about is damaged drones and that's what the remote rep is for.
Using this basic setup, swapping out mids to test things out, I ratted in a .9 0.0 system for over a year. I had nearly a full set of Snake implants, so that 10mn AB was getting me around 800 m/s speed, which is ample. The strategy against belt rats is simple. Get right up under the most dangerous, orbit under it's guns, and suck it's life away. I remember running the mediums in pulses. However, using one med and one small, I found my knuckles getting white when I'd happen on a named officer spawn. Two mediums never failed me though.

I use 2x rep, 1x therm hard, 1x EANM, 1x DCU in low and it works fine.
For high, 1x gatling pulse II (aggro) 1x cloak, 1x salvager, 1x tractor, 1x core probe launcher.
If you have another ship to scout/ probe then the highs on mine is fairly pointless, but makes a nice all in one ship with it.

all depends on what you are doing...
some serp plexes have neuts allso so a cap recharging active tank will die horobly before you get them killed + scrambing frigs... cant say I expected 3 neut towers :)
but you can even do that with adding a cap booster
highs: whatever ab, 3x cap recharger, cap injector 2x rep, kin, eanm, dcu (or 2x kin, 1x therm) 2x rep rigs, no idea about name :P
else I would use a large cap battery insted of injector to make it capstable..
or you can shieldtank it for easymode

A lot of the higher end plexes/escalations have neut towers which render the armor Ishtar somewhat crap.

You can drop an LSE for a AB if you want. Deadspace resist amps and good compensation skills are also recommended.
