I'm not sure I understand your question... there's many ways to train skills. Through your exploits in life, or taking the first step to learning a new discipline, and of course the methods you and I know very well of directly shoving information into our helpless brains so that we may artificially perform our duties. ---------------------

For future reference, thetorsoboy, questions like this need to go in Eve Fiction. This forum's all in-character, all the time.
The consensus that seems to have formed around skillbooks is that they're a sort of memetic training software. It's not a literal "class," so you can't fall asleep in it; it's more like a set of practical knowledge that gets massaged into your brain over time.
Basically, it's an informational download ala "The Matrix."
The basics can be received quickly and efficiently. More advanced understanding requires finer "tuning" and longer exposure to the software. It's knowledge on a drip feed.
There may be some differing interpretations, but that one makes the most sense to me and seems pretty widespread.

Its actually a fairly painless process, unless you're the impatient type who can't wait to fly that new ship...
The term "skillbook" is a bit of a misnomer, as it isn't a hardcopy book that you study, so to speak, but a datapad that contains additional information.
The main part is the program that comes with the datapad that you upload into your cortical implant. Once in there, it uses the same hardware used to burn a personality into a clone's brain to rewire parts of your brain and make connections between the various neurons in a known pattern that will allow you to do somthing.
Its not unlike actual standard learning you went through at school - study allows your brain to make the connections between its neurons, and a skillbook simply makes these connections automatically without you having to sit there and read/write/listen to somthing.

Applebabe, you silly goose! This is destined for the fiction section. As for the OP, as I understand it, the "Skillbooks" are actually just little things that you "plug" into your head that send signals to your brain to imprint the information. For the more complex ones, like Caldari Titan V, it takes weeks of constant signals, but it's essentially passive learning.
