I have heard that ECM works on NPC, but Neut does not. I know that stasis webifier works, and target painter works.
How about . . .

Also, neuts do work although slightly differently as they introduce a chance that the rat will miss a rep cycle instead of removing cap.

All EWAR items works on rats... but Energy neutralizer is not EWAR, its an engineering equipment

Actually, it has a nice bonus: A like-sized or better neut/nos pointed at an enemy rat has a certain % chance to cause them to miss rep cycles. A single large neut on a cruiser rat, for example, might give you 70% chance for the rat to miss a tick of rep (tbh I've never worked it out, but I have verified it in general)

they work on rats, like they active, but some have no effect due to the rats hard coded cheating.
damps wont prohibit or slow a lock
TDs wont make the rat miss you
nuets will only drain your own cap and the rats tanking in unaffected and whil nos drain a little cap for you, the rat again, wont notice a damned thing.

It does... Tested it with a thorax in 0.0 space against 2 BS rats... orbit 1 rat, TD the other one... it misses you more than usual. Depends on your TD skills as well.

As said most works but since you usually face a lot of NPCs you'll usually not have enough modules to make a significant dent. Besides there's also the range to consider - I used to have neuts/NOS on my mission Domi but that only worked once the target was within 20km. I found using the grid to mount another gun more than made up for that.

Neuts affect the armor / shield tanking of rats. If you are having a hard time killing something due to its tanking ability, you can neut it and the repairing will slow down after a moment.

So should a PVE fit put neuts/nos in spare high slot to break hard tank?
