I, Myself, am not a dread pilot, but your gunnery skills seem weak. I would suggest maxing out everything to V when it comes to skills like rapid fire and surgical strike.

You want to max out your cap recharge for starters, you also probably want to look at maxing your gun skills and compensation skills (if you're primary you'll die but at least you can buy time for the rest to put down some hurt/escape hopefully). You could also benefit from having the other drone specs done and polish up those drone skills in general.
Bigger question though would be WHY you want to train for a dread; they don't exactly have many uses as is and by the time you need one your will also know that you are ready (it is quite a few skills that will only be useful with the dread after all).

Having flown a Moros, I can tell you that you that maxing your gunnery skills, while optimal, is less important than maxing your capacitor skills (Energy Management, Energy Systems Operation) You will spend a lot of time waiting for your capacitor to charge before jumping, and since your guns use cap, it's pretty important. Get Rapid firing to 4 and Controlled bursts to V, but otherwise focus on capacitor skills.
Once you start training Capital skills (Racial Dread, Cap Armor repairers, Cap Rails, Tactical Weapon Reconfig, Jump Skills) get them all to 4 before x-ing up, especially Tactical Weapon Reconfig (less stront per siege cycle) and Jump Cal/Jump Fuel (more range, and less fuel, respectively) Your Cap FC will plan for everyone to have enough range and isotopes to move as a group, and the standard for this is usually lvl 4 in the relevant skills.
I would also get Shield Management to IV, not a long skill train and could be the difference between getting out of siege and not. (hard to appreciate it as an armor tanker in a subcap, but that boost to shield HP in a cap is significant, given the massive amount of base HP)
Finally, make sure that you have a use for the ship. Dreadnoughts are alliance ships, meant to go out and pound on really big targets. Most 0.0 corps have shared corp-owned dreads since the average pilot can't really use it for personal stuff, unlike a carrier.

not even close. why don't you start with training your basic learning skills to 5 first.

Invest 1-2 mill skillpoint into your learning first. Train up other drone specialization skills to level 4, train up some cap skills like energy management, and energy systems operation and/or controlled bursts. After that, you can start skills like Advanced Spaceship Command, Jump Drive Operation..both to lvl5. These skills are, however, big timesinks
