Take the installer program or the files you install with whatever program and save them. Run some integrity or virus checks on them if you want.
Take any present installations of that software and completely remove it using the Control Panel, Add/Remove software or Programs and Features for Vista/Win7 systems. Once this is removed reboot.
Once booted... Then go into DOS box and enter "regedit".
The registry editor comes up . THIS IS DANGEROUS SO BE CAREFUL.
See if there are already entries in the registry editor (it has a search option). If the old software has entries in the registry (likely under HKEY SOFTWARE or USER or Both), delete them.
Need I remind you that messing with the registry is dangerous. No? Good.
You can reboot, or run the installation again, but you should check on the level of access you have to that PC. It's possible that the failure could come from access rights to the system hardware. That is, the program might be trying to use the video card in a way that is at a lower level that could require administrator level access.
You can make sure the software is with top level access by right-clicking the installer and selecting "Run as" and the option "Administrator". I know that you might be administrator but often I have found on some systems the admin is domain level and the user who thinks they have admin rights only have Domain Admin rights, not the admin level to the PC itself. If the PC is part of a domain (like an internal network) this might be the case but more likely the case on office networks or come college networks set up like that.
Finally, the errors - the "additional information" at the end in particular, looks like a checksum. Checksum failures usually come up labeled as such. The exception code might be specific to the software but if it's OS it is likely a "Null exception" or some fault with memory access. Without knowing waht the numbers mean there is not much that can be done with it. Exception offset is likely the point of failure in the program when loaded, good information for people who have the debug version (developers of course) but not for us.
Check the site you downloaded from, they usually have the checksum value, and you can check this on the download itself for integrity (also good to make sure someone didn't swap it out with a trojaned version).
Beyond that I could say something more along the lines of these forums like "get a new computer, noob" or "Maybe your PC can only play Hello Kitty Online, you stinking carebear" but I am sure you heard all that before.

My computer is a:
MSI LGA 1366 Motherboard with onboard HD Audio 2x ASUS Radeon HD 4890's Crossfired Intel Core i7 920 with a Zalman 9900 Heatsink And to top that all off it is powered by a PC Power and Cooling 990 Wat Silencer PSU and a Coolermaster HAF 932 Case.
It's not my computer, this happened on my old ****ty Dell as well, but I got it to work on a crappy Alienware laptop. I originally bought Fallout 3 on steam when it was on sale, I've read so many people ****ing up with it. I have the latest Direct X version, drivers should be up to date. I usually use Revo Uninstaller to uninstall stuff since it has a registry cleaner (I am too scared to go into registry and **** that up myself). I've tried using the unofficial and official patches for Fallout 3 that I've been linked to before on this site or by friends. The one thing I haven't tried yet is downloading the mod to turn off GFWL interference in Fallout 3, but I'm not sure what that will do to my PC, since I need GFWL to play GTA IV online, which I also bought off Steam when it was on sale, which also doesn't exactly work the way it should.
But other than that I think I really should sell my computer to someone who can properly maintain it. ________________________________________________

*shudder* ffdshow... you did check for those codecs? gives x3tc a ***** of a time too.
Otherwise - stop downloading fallout (you got it over steam, yes?) back it up into a folder somewhere and install from there. Im sure Im supposed to, but Ive got a crappy memory for details sometimes. I personally am a fan of removing all codecs. Dont need them other than the ones windows comes with.. Besides, VLC player will play anything else.

I had a load of problems with fallout 3 and video performance, disabling fsdhow did nothing, even a new vga, new drivers, old drivers, new sound card - all nada.
Then I did a fresh install of win 7 (old: xp) and suddenly it all worked wonders ><

I dont see a second Beth folder. That reminds me I need to repair WMP or get WMP Classic cause of that stupid decoding issue. GTA IV will be the last game I buy that has GFWL attached to it. ________________________________________________

Disabled DEP and it still crashed, tried a cleanboot and it couldnt launch without a sound driver. So far no good. ________________________________________________
