I am looking for a good Prorator fit with some explaination of why things are the wasy they are. Battleclinic is almost useless. I would prefer something that is relatively low skill. I will mainly be using it to haul things around Providence. Seems the must haves are Cov Ops Cloak and MWD. Most fits have nano and inertial stabs. Why no WCS?

WCS won't save you vs. bubbles / HIC infipoint and therefore waste low slots that can help you gtfo quicker. ---------------------------------------------------------------------------- you seem determined to turn it into ******* Hollyoaks for neckbeards. |

Because GTFO before you can be locked is better than any number of WCS.

So fit for max speed and run from camp like a frig doing a gate crash?

That's not a bad fit, but I think you should go for
Overdrive Nano Nano Cargo Expander
in the lows and get rid of that magnetic scatt because it's TOTALLY useless. If you get locked and start taking damage, it's too late anyway. If you land in a bubble, you have to activate MWD, cloak and get out, not try to tank! 
In the second mid, an ECM burst isn't bad at all, but I can't think of anything else that could help more than that.
Also, LOL at whoever suggested the Warp Disruptor, you really made me laugh.

while there's a good reasoning for fitting cargo expanders (small cargospace for an industrial), you can never have too much agility ---

Fits are important. But just as important are tactics. If you plan to make Prorator runs in 0.0 I would advise taking some time to set up some good BMs off the gates, say 400k or more. This makes jumping through gates less stressful when you have goodies in your hold. And become familiar with COV OPS Cloak Tactics. This means when you jump into a system, align to your outbound gate, hit MWD, Cloak, then Warp to your Off Gate BM. (btw donĘt put you Off Gate BM in line with the other gate, just sayin.) Now you can warp to gate and jump though missing bubbles and the like. At least if there is a dictor on the gate, you should warp in at an odd angle, more than likely still cloaked. Then itĘs up to you if you want to blow through their camp or turn and wait it out at a safe spot.
The BMs helps out a lot if you have a regular route that you travel. But if nothing else, get good at COV OPS Cloaking and use best judgment when entering a system that has Neuts. Assume that they always have a Dictor and a party waiting to redistribute Your wealth.

Meh, it comes down to personal taste, at that point. There's a lot of possible variations. And yeah, in the end, 95% of your survival depends on your piloting skills, not your fit, so you better learn to fly your Prorator full of goodies intelligently

2 x NanoFiber II 2 x Innertial Stab II
2 x Hyperspace velocity Optimizer
The velocity optimizers bring the ships warp speed into interceptor range.

indeed it's true, altho a ship with a better setup helps greatly.
also a prowler works better here than the prorator, because that thing can alight as fast as a frigate ---

However if you're a HiC and you are making a Bubble, you have a Velocity peantly, but thats it - Emperor
