Name : Libra Hull : Orca Role : Fleet Support
Developer : Boundless Creation and Thukker Mix
The libra was developed after Boundless creation agents aquired the Blueprints to the Industrial orca. Designed as a fleet support ship the Libra is designed to be a floating repair shop whilst being able to defend itself with the latest drone interfacing technology.
Whilst it is unknown how long the Libra has been in development what can be said is with the Thukker influence the ship has cloaking abilities.
Role Bonus 125% bonus to drone control range Can deploy 1 additional Drones per level 2% bonus to Shield and Armor transfer amount per level 35% reduction in CPU need for Warfare Link modules
Logistics Skill Bonus: 35% reduction in Energy Transfer Array and Remote Armor Repair System capacitor use per level 35% reduction in Shield Transport and Energy Transfer Array capacitor use per level -70% CPU need for Shield Transporters and -70% power need for Energy Transfer Arrays
Role Bonus: -65% power need for Remote Armor Repair Systems and -50% power need for Energy Transfer Arrays
5% bonus to cargo capacity per level 500% bonus to survey scanner range ---------------------------------- Structure 46000 Capacity 25000 Drone capacity 5000 Drone bandwidth 200

This ship would be Minmatar race specific. Minmatar need some love. Obviously some of the ship needs tweeking but would help with the minmatar style of play. Guerilla warfare at its finest with a field repair station with fitting facilities for changing your fit on the fly one ship at a time.

I like the idea, except for the part about Minmatar specific. Kinda a mini Carrier, I was reading 'The Lost Fleet' recently and they talked about having 'fleet auxiliaries' that are big and slow and produce parts and ammo on the fly while helping to repair the fleet. I would want one, and all ready lots of people take orcas into WH space for cruising around, this would be even more desirable. Are you also saying this ship could run a cov ops cloak? I don't know if that would be good, just in the sense that suddenly everyone would be hauling stuff all around 0.0 with this ship.
But I want to see one, and this is not the first call for some kind of tech 2 Orca for the combat pilots. Maybe it will be a mini carrier instead, but considering how useful the Orca has been outside its intended role it makes sense that it would be adapted and used for things like this.

The cloaking ability would not be for traveling and the ship would not have the ability to warp coaked or move at whilst cloaked.
The cloak is for purely hiding and with the ships intended role it would not be able to hide and assign drones or to operate whilst cloaked.

I like the idea. I would say rather than losing the race specific notes, have each race have it's own variation. Maybe mix the logistics bonuses a bit but stick to the core ones; Energy Transfer, Shield Transfer, and Remote Armor rep. So no tracking link or target painting bonus.
Another thing I'd probably say is that a ship like this probably shouldn't be on the battlefield directly by choice. I'd personally say raise the drone bay to hold several fighters, possibly 5, and bonus to control an extra drone per level. Then the ship can assign fighters to fleet members and avoid the combat zone.
I'd also say drop the cargo capacity significantly, I'd say maybe 1,000 m3 and give it a 5,000m3 corp hangar (Ammo and such is really not that big) possibly a 10,000m3 corp hangar.
Also drop the cargo & survey scanner bonus.

Art is one of the hard parts of a game. You have to perfect the model, get the textures to map right, etc. It's way easier to just toss out the same ships, but CCP is kind enough to at least invest time in retexturing the ship.
But yes, new models are much cooler, but I like the orca's model personally.
