I see that many users are having this problem:
EVE_Premium_Setup_120813_m.exe: CRC failed in eveonline_120813.7z. The file is corrupt
This is what i've done trying to figure it out:
Removed (not just disabled) all anti-virus and firewalls from all machines
Downloaded the client from all methods available on my PC. Same result.
Downloaded the client on another computer. Same result.
Downloaded the client on yet another computer with a different OS, on a completely different Internet connection. Same result.
Attempted to manually extract the .7z file through 7zip, Winrar. Same failed CRC error.
Used the distributed DVD media that came with the EvE retail package. It is now indicating that THAT file is corrupt.
Went back to a previous saved download I had of the Premium client from Apocrypha. Tried to unpack it - THAT file is also showing corrupt.
Bottom line, this client is broken. Worse, it looks like something in the Dominion Client has done something to my Windows install or an associated program to cause known good install packages to now show as corrupt.
Do not spend hours and hours pounding over your computers trying to figure out what's wrong.
This is squarely in CCP's court to fix this issue. As of this moment, I am completely unable to play EvE.
CCP - this is bordering on par with the boot.ini fiasco. You not only need to fix this issue, but more importantly you need to address these concerns to your consuming public.

If you are getting corruption on previous installs and the DVD it may be your hard drive is dying.
By different internet connection did you mean wireless to ethernet. I would serious advise trying an ethernet connection.
The 3 methods are available are offline installer, online installer and Bittorrent installer. You tried all these?
I can successfuly download and extract the client so it cannot be a issue on CCPs side but on the journey along the line. You may wish to call up your ISP and ask them you are experiencing data issues ad for them to resolve it.

if you have very small amount of space left on drive C [<10Gb] this may be your problem
windows will probably have it's tmp and temp variables pointed there
this will affect things like extractors etc
things you can do
1) move temp and tmp [environment variables]
2) clear some space off C: [either temporary or permanently]
3) defrag c: - this may help things in rare situations

Same problem. It's really f-ing lame, because the offline installer which it points you to download only has a speed of 23kb/s, which means a 12 hour download. Yeah, right.

it must be a problem with your isp / CDS as they supply the game / patches not ccp -
