WCSes affect your scan strength, meaning it's harder to target things when you have them fitted.
Do they affect launchable scan probes?

Just don't fit them. People who do always seem surprised when they still get tackled and die just because they were stupid and lazy and fit WCS instead of using some brains.

I'm new to the game and I had two of these fitted to my Moa. I started wondering why it was taking 30 seconds to target pirates, and someone told me it was these WCS's causing the trouble. So I was wondering what do people do if they get scrambled (tackled is the term I guess??) without these in place??

They are kept from warping; the same thing as people who get tackled while having them fitted. Because it is known that many people fit WCS to their ships, most player pirates will fit more than one point of warp jamming onto their ships and/or fly in a group. You get the effect that having one (or two or three) is useless because you're still going to get snatched if a couple of pirates decide to catch you. The proper way to avoid losing your ship if you are in a dangerous place is to keep an eye on local (to see who is and isn't dangerous), keep an eye on your directional scanner (to know when there's a ship approaching you in warp), and to avoid lingering at the Warp-to-Zero landing spot of a celestial body (most commonly an asteroid belt). Other things that can be helpful would be to fit Nanofiber Internal Structures (which reduce your mass and thus make you align quicker) or Interia Stabilizers (increased ship agility), train up the Spaceship Command and Evasive Maneuvers skills (more agility also), and to always be aligned to some other celestial body when you are in space.

Or this! Killing the bad guy before he kills you is a good tactic. Another tactic is to fit an Energy Neutralizer or some ECM to your ship so that you can either deplete the enemy's capacitor (which will turn off his warp jammer) or break his target lock (which will also turn off his warp jammer) so that you can escape.

This happened to me with my first Moa, on my first trip into low sec. I was soon departed with my new Moa and my pod as well

Most people in EVE (who are successful at PVP) fly in groups; with exceptions, of course. Also with exceptions, if you get tackled by a group of people all by your lonesome then you can expect to die spectacularly.
