Other than Rigs, this is the same fit I use, with the exceptions of T2 Tackle/Prop - IMO Extremely important given the Merlin's speed.
Optionally, you can drop to Ions, Trade AB for MWD, Trade a MagStab or two for a Nano/Overdrive and you have some incredibly Durable fast tackle for fleet work.

Any suggestions using Rails instead of Blasters? |

Even with low skills you're only about 3-4 days away from T2 small hybrids at most.
You could look at 75mm gatling rail options, but they really depend on T2 guns as well.
Malcanis' Law: Any proposal justified on the basis that "it will benefit new players" is invariably to the greater advantage of older, richer players.

When people post T2 fits it gives you an idea of what you need to be working towards. In the meantime, just downgrade what mods you need to. |

The T2 Guns make a World of difference, slightly less so for Rails but they are still important.
As for a Rail fit, I cant remember the Exact Fit, but i've been tinkering around with something along these lines:
150mm Rails
Two Tracking Disruptors
MWD
Warp Disruptor
Low Slots to Taste (Nano/Overdrive/TE/Magstabs)
Has some minor CPU issues.
Alternately, you could go with 75mm Rails and an MSE. Not much experience with that fit.

Lately, I've been using:
3x150mm Railgun II
MWD
Warp Disruptor II
Tracking Disruptor II
SSE II
Overdrive Injector
Tracking Enhancer
Mag Stab
I do go unrigged because it's not worth the investment for a ship like this. If I were to rig it, I'd go all deeps. No shield rigs because the last thing a frigate needs is sig bloom.
This fit offers me range control to the extreme. I do realize that going unwebbed could be dangerous, but worth it IMO. A web could easily be fit in place of the SSE, but that comes with its own dangers...like being made of paper.
All in all, this is an excellent throw away PvP frigate. The Merlin was second to the Rifter in term of gank frigates at low cost. After the recent changes, it is my new #1 and my rifters have been collecting dust. It's just that good.

The fit is good on paper and in 1 v.s 1's but in a small gang situation, it just doesn;t have the buffer and ends up going down real fast. I know as i have tried it and got more or less insta popped. |

Merlins have always been good. The dual weapons systems just meant you needed more skill points to bring them up to par. Rifters are still good, you just can't hit F1, orbit and go AFK anymore. |
