Which parts of 0.0 are safe to mine in? By "safe" I mean somewhere a member of a neutral corp can enter and mine without fear of upsetting the local alliance's guards, and just watch out for pirates (player and NPC both)
I've heard Pure Blind is one such place, but I have trouble following the alliance politics of EVE. :-)

There are no safe parts of 0.0 to mine in.

ec-p8r has good ore but is usualy camped by pirates i believe, not been there in awhile the rest of PB as panda said sucks. ----------------------------------------------

you can enter pureblind but there are pirates around and you could get ganked. DIE NM KROM and ASS all operate in or around PB

Pure Blind is unclaimed, but it only has about 3-5 sectors containing any zydrine-bearing ore. And most of these are either very close to EC-P8R (read: camped and mined out) or very far from a refinery.
Another option could be Delve/Period Basis. That area used to allow fairly free access to non-member corps as long as you pay the refining tax. But there was some unrest in the area lately, so I don't know what the current situation is.

Carrier ships should give the option to downed pilots that got out alive with their capsule to get a new frigate. Weather this frigate is used to get out the system safe to get a new battleship, or get a new frigate class ship to join the still raging battle once more.
A simple counter is just to pod the pilots that lose their ship. But if the pod gets out alive this way he can get a second chance.
A carrier class ship has to be on corporate level. Otherwise their will be some complicated security issues regarding the hangers.
Below some points of discussion:
- Carriers should be able to resist some damage. But how much?
- Carriers will have shields for travel mode, but once itĘs set up to be an active carrier the shields will go down so frigates can dock. This docking mode should have a special animation, for example: big hanger doors opening and this should take some time as well, about a minute to enter the active carrier mode. After this frigates can dock and do their thing. If the carrier wants to go into travel mode again it would require the same minute again to close the hanger doors and bring the shield emitters back online.
- The carrier should give the option to fit frigate class ships
- The carrier should have 5 hangers. Aldo each hanger should have a capped capacity; we donĘt want this to be oversized industrial haulers. ( ammo, low slot, med slots, high slot, frigates)
- The carrier should be able to repair frigates. I am not sure how, I think it has to be done with minerals available on the carrier rather then the cap available on the carrier.
- Should carrier be able to taxi pilots while in travel mode?
- How many frigates class ships should fit in a carrier?
- A carrier should be able to use drones as defence.
- One high slot should give the carrier pilot the option to fit a cloaking device.

Chances of surviving in CA space is quite low. Even if it's just a joke, your going to cause a new player their new cruiser they've been working a week to get.
Stay in 0.5> and above. ------------

Chances of surviving in CA space is quite low. Even if it's just a joke, your going to cause a new player their new cruiser they've been working a week to get.
Stay in 0.5> and above. ------------

Well I was cruising around CA space looking for people to attack, lots of miners in local logged off when I came into local, so I took their cans of ark for myself, quite handy infact. ------------------------------------------

Well I was cruising around CA space looking for people to attack, lots of miners in local logged off when I came into local, so I took their cans of ark for myself, quite handy infact. ------------------------------------------
