If I defend pos can I warp inside the pos and shield rep him with carrier without worrying about carrier being shoot at?
From EFT it looks like it is easy to rep 4k shield hp/s (around same is dread damage). Taking into account that my pos has 50% resists it looks like one carrier on my side can defend against 2 dreads. Right?

You can't target POS from inside the bubble, but I've read it is possible to stick the nose of a carrier out and rep... but at the risk of someone bumping the carrier completely out. So no, there is no totally safe way to rep.
Your math otherwise seems reasonable.

ships inside the bubble can't target anything outside the bubble, and ships outside the bubble can't target anyting inside the bubble.

What is the best tactic for repping POS shields and/or armor? Can anything be done while the POS is under assault and it is unsafe to leave the bubble?

Correct for ships at least.
Of course if you have Starbase Defense you can target stuff outside the bubble by using POS batteries while you are safely in the bubble. Can't rep anything though.

Actually it is worth risking carriers and logistics ships to rep the tower while under attack. If the attackers shift target that's less DPS hitting the tower and you can easily enough slip back inside the shield and break the enemy locks. I wouldn't triage a carrier though as it would then be a sitting duck.
