I will be using this main character to front the Lottery along with a website. Domain will be www.lotto49.ca. Is it enough to have my corp and alliance vouch and support this Lottery, aswell as act as a 3rd party prize holder to call it scram proof? I really want this Lottery to be completly scam proof, no questions asked. Aswell i will be using as the number pick, a real life regional lottery bonus number. Prize wise, i want to appeal to the 0.0 corps and alliance aswell as highsec corps. So i was thinking of making prizes like a carrier one week to maybe 20-25 drakes another week to 5-8 tech II ships the next. Ofcourse as people pay for tickets i would update thier names and numbers to my website. Any advice would be appreciated.

You'll want something automated that parses a character's API to read transaction data. Most established auction providers do it this way.
The only real human element of it is you'll need to collect the auction item and hold it in escrow while the lotto runs, and contract it to the winner.

I know what an characters API is, but what do u mean by parses a characters API? like show my API information? And what will showeing my transaction data prove? That i have the item.... i can simply take a screen shot of the iteam in my ship bay or something? and yes ofcourse the item will be bought and giving to my 3rd party for hold and then contracted to the winner. But explain to me the first thing please.

Like you have an alt named "Lotto_Manager" who receives all the lotto ISK transfers that the ticket requesters have to format in a certain manner. Chribba runs his in this style. In that thread the lotto identifier was "MS042". So with Lotto_Manager's full API key, you can automatically populate a database with ticket owners and you know you got their ISK based on transaction record descriptions -- in the linked thread's case "MS042". The great thing about this is its hands free and you don't have to deal with manual data entry and you can collect ISK for auctions 23/7. You can then open up views into the ticket database so people can actually SEE their ticket number instead of just throwing their ISK into a hole and hoping you run things legit.
To me, this is the best option for an auction house as you'll have to deal with a large volume of smaller auctions since Chribba has the supercapital market pretty much locked down.
Basically the keyword is: automation.

I think using the bonus number from a real life lottery is scam proof. but msg me in game with your idea ofcourse.

But then again, how do i know the guy who is selling it on the contracts isn't going to be waiting with his buddies to kill it once whomever win's goes to go pick it up at the station??? All the carriers are in 0.4 systems... i would never buy one or have one for the winner in 0.0 lol.... any solutions for this?

After talking to a few carrier pilots, you can apparently undock at station in your carrier and cyno jump to where ever you want, so its not a problem for those who understand the whole concept. Also, from what I understand the corporations that build those carriers hold SOV in those systems for that very reason, to keep it safe so when they sell a carrier you can pick it up with ease.
