In the system of Ingunn, in Matar space, theres a group of ppl running around in Bestowers, Iterons and Shuttles going back and forth through the lowsec. all with stupid names like nuijjokk and jrjasddhu etc
Everytime we kill them coming in or out, all they ever have fitted are a couple of EC Is and sometimes WCS, but never anything in the cargo, save the odd 1 unit of garbage. weve been based around here for over a month, they never say a word when spoken to, or shown any sign of human life, i dont see that they could be at the keyboard because everyone knows pods align instantly yet we get their pod almost every time.
They just keep coming back in the same ships, same fittings, nothing in cargo. 
Now while my corp and i take great pleasure liberating them from ship and pod i want to know, WTF are they doing?
(PS Im thinking about setting up a smartbomber to sit at the undock port of their station for epic lols)

Theres like 20 or more of them, and they are doing this for up to 12 hours a day. Just doesnt make sense

The same thing happens in Verge vendor in the low sec systems. It's possible that they have taken things to the station and then dropped it off and then just undock. I'm not sure that definitely makes no sense.

Unless you want the sattelite watch keylogger spam and 2 seconds scanning delay back, don't mess with the macro haulers and provoke their unholy rage...

Ive seen the same thing in my system, but they actually have somewhat real names, and their toons are about a month old (guessing some took advantage of the cheap deal thru steam).
I fly a bestower, and when I undocked thought it was odd to see 5 other bestowers in minny space. They only seem to have 1 peice of trade goods.
I should also mention, that Ive sold full orders of Bestowers a few times. I have no intention on reporting them. 
But do think if I was going to macro something, I would move more stuff.

My guess would be mission courier agents or something. Are the trash items stuff like reports or passengers?

Well occasionaly my haul alt will start off in a system that has a lot of junk in it that I want in one of the stations but some of the other stations will have a few items, but I go ahead and pick them up anyway. usualy its because I eaither screwed up and flew out to the wrong station or I filled up the hold and have a bit of space left so might as well grab that <10m3 stack of whatever in the oddball

thats all well and good but when you do it with several hundred magnets all flown by characters a month or less old all named hwilrui and jhgui94uio and vncxzjweui oh and gdfskjmgfda it start to attract attention... hopefully the attention of the mods On the other hand everyone has there own opinion and you can feel free to disagree with my sig.

Having a similar problem in Decon. Seems that there were a few magnates that dont talk, they warp to a few safe spots then to the next system over do the same there and leave only to come back 10 minutes later and do it again... At first it was just a few but I think they started mating and now we have a full on infestation! however not sure what kind of macro just warps around...

I can think of a reason.
To keep all the vigilantes focused on the Magnates and not on the actual macros that are being run with properly named characters. Misdirection is an effective means of getting what you want in this world and I'm guessing that is exactly what is going on here.

They are running courier missions. Next time you see one check his age and then his standings. Most likely the character will have amazingly high faction standings as well as standings with the corp he runs for.
Many people assume they are macros but I am not convinced. Although I have no experience with macros or any kind of coding ( just figured out how to program my coffee maker) I do have a lot of experience with courier missions. They are quite random and hard to predict. So if they are truly macros, it would have to be a pretty complex job creating that program.
I suspect they are more likely non-macro isk sellers chained to a desk somewhere in a third world country and instructed to ignore all players' attempts at communication. Level 4 courier missions are the best source of isk and lp generation for a low skilled character. No need for tank, gank, learning skills or much else. Just stick 'em in a hauler, run mind numbing missions, cash in lp = profit.
If someone blows up your hauler? Buy a new one and keep hauling. All the ganker gets is some consumer goods, a lower security rating and a mail they do not want on their KB. They will get bored at some point and leave you alone.
Or, they could be bots

There are a number of L4Q20 agents in Ingunn system offering all courier missions. A solo pilot, working(?) diligently for a day can earn between 2 and 3 Republic Fleet Warp Disruptors worth of LPs. Do the maths on those, folks. A days worth of couriers pays for more than a month worth of play time. Now, multiply that by several "clients", all running "smart scrtipts" which are available for purchase all over the place if one bothers to look, and all with random keyboard mashing names or even worse, sequentioally numbered names and you can see very easily just what the hades is afoot.
Sadly, the "smart script" part is very difficult to prove from the standpoint of getting someone banned. I run missions there when I am down on my ISK a bit, and I don't respond to chat invites or partake in local chatter because I frankly don't wish to communicate. I am there to make ISK. Now, I do it all manually, and I only run one client, but come on, it doesn't take a rocket scientist to spot obvious bottery.
Nothing will be done about it until CCP decides they want to do something about it. Look how long it took for meaningful action to be taken against the mission running bots last year.
In the meantime, what the heck, use the obvious bots, and everyone else down there as free target practice. Perfect your one-volley ganking techniques, etc. Plenty of fish in the barrel to shoot, if that is your sort of thing.

CCP have cleared out the Ingunn macro missioners nest at least twice since I've been playing. Keep petitioning them and keep killing them. Watch out for the occasional frigate or noobship bearing a huge cargo of +3/+4 implants.
Ingunn used to be the destination of choice for pilots looking to get their sec down to -10.0
