im a bit confused on which skills affect missiles and which affect rockets. For example:
rapid launch is 3% bonus to missile launcher rate of fire.
but i dont see an equivalent skill for rockets?
Target Navigation prediction: 10% decrease in factoring targets velocity for all missiles
do these types of skills not affect rockets? how can i tell?

If a skill doesn't way what it affects, assume it affects everything. If a skill says specifically what it affects, assume it ONLY affects those things that it says it does. If a skill seems unclear, correlate what the skill says with your market tab to see what sort of items are in the category mentioned by the skill, and that should give you a good idea.

Yeah those two affect everything: missiles, rockets, torpedoes...
CCP needs to clarify a good number of skill/module descriptions, not to mention the attributes tab.
EVE Online user interface (UI) is horrible indeed.

Just turn on EFT, make a build, and start fiddling with your character's skillsheet IMO. You should be able to see all discernible changes via the normal overlay or by right clicking the module and looking at the fitting info or the charge info depending on the skill you changed or did not change.
The guy, Gripen, who makes EFT gets it spot on 99% of the time, and the other 1% everyone cries havoc and lets him know, and he fixes it in subsequent versions.

There is only one skill which doesn't affect unguided missiles: Guided Missile Precision.

Since none of the posters brought this up explicitly, I should let you know that Rockets and Torpedoes count as Missiles.
Here's a more detailed classification (capital mods aside): [Missiles] ...[Guided Missiles] .....> Standard (Light) Missiles .....> Heavy Missiles .....> Cruise Missiles ...[Unguided Missiles] .....> Rockets .....> Assault Missiles .....> Torpedoes

Weapons Upgrades and Advanced Weapons Upgrades are the two gunnery skills that affect missiles (missile launcher fitting, really).
Rockets, Light (standard) Missiles, Heavy Missiles, Heavy Assault Missiles, Torpedoes, and Cruise Missiles are all the same thing. They are all missiles. They just have different stats and fit in different missile launchers. When something refers to generic "missiles" it refers to torpedoes and rockets, as well.
