Can some1 explain me why not official sites still work& char transfer for real money works fine?!

Why this chars dont banned?
That means that i can buy them,like every1 else here cause CCP cant use google&let us free trade....

Goons/AAA & many other sell there RMT isk & chars, where bans on this ally????

I would suggest starting email correspondence with the security department.

[ WHY I(OR OTHER PLAYER) CAN FIND OVER9000 RMT SITES(Not only on "RU" domen) & CCP CANT.

Maybe some proper english classes with all that RMT that the ruskis got going?

Is it illegal to place characters up for sale or is it illegal to sell characters for RL cash ?

Or let me put it this way, could and should CCP ban a person BEFORE they actually sell a character.

So say I don't like a person, I place that persons character up for sale on one of these sites.
Even though I don't even own the character (and the owner has no idea what is going on)
CCP turns around and bans the person.

So yes it's illegal to advertise the sale of a character anywhere else than ingame and following CCP's rules.
On the other side it is impossible to verify if that sale has been put up by the owner or someone who wan't to harm that owner in any possible way.

So CCP possibly just keeps an eye on those characters and if certain things change which indicate a character / account transfer they can start thier investigation if there indeed has been an illegal transfer and roll out the banhammer.

I have a grudge against you.
Somehow ( and it's not always as hard as people might think) I get hold of your API or you might even have your character up for appraisal or whatever.
I use the info I get from that and put your character up on one of those RMT sites.
CCP spots you and bans you.
Does this sound like the right course of action?

On the other hand as soon as certain things change CCP can investigate. However a simple change of mail adres or card details isn't always a fact that the ownership changed.
Looking at my own payment history I see various payment methaods used. So that is completely viable.
Even payments comming all of a sudden from another country can still be viable.
I might have imigrated or am going to study abroad for a prolonged period of time.

So yes. They can possibly investigate, but the burden of proof isn't always as clear cut as some people think it might be.

This get's posted on a saturday by a 3 day old charcter.
He posts this on the russion forum section and here and since it is saturday there is way less chance his links to the RMT site / character transfer get's removed.
So he has like 2 days of quick advertising this site / character sale.
