nope you can't build cap ships in highsec but you can make the parts for it ( capital armor plates etc.). but you can fly caps in highsec space, old "feture" with xl-assemblys and empire poses so there is a few caps in highsec.

Only Freighters, Jump Freighters, and Industrial Command Ships (Orca).

What does this have to do with anything?
Freighters, JF's, and Orcas are the largest ships that can be built and/or flown in high-sec under normal circumstances. Anything larger like a Carrier dates back to the days when they were allowed in high-sec; these ships now have restrictions as to when and how they can be used (i.e., not in combat).

It's a fair point - while you can build the components in high-sec, it's generally not very bright to do so, because the hauling of components to low-sec is harder than hauling minerals.
The only time you'd logically build components in high-sec is for the aforementioned, 'industrial' capitals (Orca, Freighter, JF).

Do you need a POS to build Orcas and jump/freighters or can they be built at any station with manufacturing?

Can be built at NPC station or large ship assembly array.
