according to my comp, one reply was given at 2204 and the next at 2219. Since no seconds are given as to when the reply was posted, I can only go by that time. Around 15 minutes passed between the two replies. Since it could be more than 15 or less that 15 I will let this continue. It will keep going until my computer tells me that 16 minutes have passed, which assures me that the sniper time has expired. This is my first auction, so if it is usually done differently, please let me know.

For myself, as an interested bidder, I would contest the definition of "22:19". The start of 22:19? The end of 22:19? That, for me (in this instance as it was so close, though not by my pc clock) is something that is of vital consideration.
The auctioneer has said he will allow the bids to continue, perhaps in future this should be clarified specifically to mean "as the clock strikes" a certain time.

There was a 50% chance that it was within the 15 minute period and a 50% chance that it was not. I decided to allow bidding. I wish the system was more precise about this and I think it should be brought up somewhere once the devs have more bugs fixed in Shiva... Since no bidding has taken place in almost one hour I declare it over. I will contact you ingame sometime soon, within a few hours, to make the trade.

That situation is different from this situation. That auction had a set end time, and a bid was entered after it. This auction was going to end 15m after the last bid, and without a second column on the post, it was impossible to tell if the winning bid was entered on time or not. The auctioneer chose to give it the benefit of the doubt, and you chose not to outbid.
