I've been digging thru Battleclinic's fittings for this and it seams everything posted is set up to speedtank with ECM. Right now my plans are almost strickly high-sec routes for trading and was considering this fit:
[Prorator, New Setup 1] Inertia Stabilizers II Inertia Stabilizers II Nanofiber Internal Structure II Damage Control II Large Shield Extender II Tracking Disruptor II [empty high slot] (Cov-Ops Cloak in the future if needed) Medium Auxiliary Thrusters I Medium Hyperspatial Velocity Optimizer I
Give me your feedback and/or suggestions.

Highsec? Expanders, Cargorigs, Cloak, Shield Extenders+MWD. Replace cargo expanders with armor tanking modules if you don't have enough for a full load.. But I suspect you can fill it up.
As long as you're not AFK it's near impossible to die.
Ditch offensive modules, you're going gate-to-gate. If you get in trouble you're going to probably pop through a gate not aggress yourself so you are locked out of gates lol.

If you're gonna fly a BR, fitting a Covert Ops Cloak should be standard.
Even if you don't take it into low sec, it's still handy to have for transporting stuff in high sec. Gank squads can't kill you if they can't see you.

What are you referring to as an offensive module?
No AFK'ing, so you are right, will just jump thru a gate. Not really concerned about cargo space or I would take a larger ship.

Notes :
1. Pure high sec trading in a Prorator? why? A std Sigil is only slightly worse, but tons cheaper. 2. Above is a multi-purpose build. Swap out the Lows for Expander II (carried in your cargo) if you need more cargo. 3. Some prefer agility/speed rigs for 0.0 work, but in doing so, you sacrifice the ability to carry a 10k m3 cruiser hull. 4. Some fit ECM Burst for last ditch 0.0 defense. Not an issue, just as long as you remember to wait out the 60sec combat aggro timer before attempting to jump through a gate.

Use a sigil now, looking for something with a little more beef. Plus the prorator is faster. Besides, may not be in high-sec forever anyway. With my fit above, 3.4 align and warp speed over 10.

Don't fit istab II, use the meta 4 "local" version as the signature penalty is less but the agility bonus is the same. Easier to fit too,
If you are going through lowsec all the time, just go for max cargo. If you spend a lot of time in nulsec, then fit for speed and agility.
I have a Crane, and I carry the mods with me and switch as needed. My Crane is T2 cargo rigged, and I've not yet had a problem in nulsec, but I don't go there that often.

Would there be sufficient speed etc. for lowsec w/ all cargo expanders in the lows?
I presently have my Prorator lowsec fit as 3 Nanofibers + 1 damage control.

Certainly! I flew through a gate camp twice last night. Nothing they could do about it. It is the cloak that makes sure that you can't be caught. They have less than a second to get a lock before you recloak and about 4 seconds to try to decloak you before you warp away. Not likely that they can do anything to catch you in low sec.
