I have not remapped my attributes yet since i am minmitar brutor tribe, which is pretty much max for preception/willpower.
the patch that introduced the remap is coming up on a year ago. you can remap once a year.
question: will i accrue an extra remap at the year mark? it seems logical that a yearly increment would be how they coded it.

No. The remap timer only determines how soon after one remap you can do another — one year — and does not count how many potential remaps you have or haven't done.
It's much like the clone jump timer: it starts to count down once you do the action, and you're not allowed to do it again until the counter reaches zero.

I don't think a year has passed since it was introduced; if so, no one will be able to answer for certain. My gut call is no, however. Clone jumping starts a 24 hour timer when you jump. You can't jump again until the full 24 hours is expired. I remapped a few months ago; I'm almost positive (not in game at moment to double check) that it started a year countdown when I did.

Apocrypha expansion with the remapping came out on March 10th 2009.
