Sig radius:
Used a a multiplier for tracking
(sig of ship / sig of gun) * tracking = actual tracking
Falloff:
Range your gun can hit over your optimal
Optimal + falloff = 50% chance of a hit providing you can track the target
Optimal + (2* falloff) = 0% to hit

Signature Radius is the size of the ship, as it appears to the sensor systems. Having a small signature radius means it takes longer for your enemy to target-lock you, and also means you take half or little or no damage from big missiles, bombs, or guns.
Accuracy Falloff is the distance past Optimal range where your guns become less accurate and thus do less damage. Against a big, stationary ship (where tracking and signature radius aren't an issue), your guns are supposed to do full damage anywhere within the Optimal range, and linearly reduced damage (from 100% to 0%) the farther out you are into the Falloff range. You get 100% damage at Optimal, 50% at Optimal + Falloff, and 0% at Optimal + 2Falloff or beyond that.
Note that in most combat situations, the speed of your target matters because your guns may not track it, and the signature radius matters because your weapons may be too big to do full damage to it, so it's not just a matter of being at the appropriate range from your target.

You get 102% DPS (100% chance to hit) out to optimal against a stationary target. At Optimal + 1/3 * Falloff you have 91% of your DPS (92% chance to hit) At Optimal + 1/2 * Falloff you still have 80% of your DPS (84% chance to hit) At Optimal + Falloff you have 40% DPS (50% chance to hit) At Optimal + 1 1/2 * Falloff you are down to 15% DPS (21% chance to hit) At Optimal + 2 * Falloff you only have 5.8% DPS (6.25% chance to hit)
Because your damage drop of is non-linear you can still get most of your damage a little way into falloff, but it drops off quickly after that.
The same drop off applys to tracking. At 1x Tracking you have 40% DPS, at 1/2x tracking you have 80% DPS, at 2x tracking you have 5.8% DPS.
