When I logged on and my char was in a WH I got a message saying that the server could not log me on as WH J### instance was being loaded. Trying again 10 seconds later and I was in.
Does that mean that for that moment of initial logon at least I was totally alone in there?

Yes. If the system isn't loaded there can't be anyone in it.

Hmm, ok.
So my next question would be, if logging out of a WH how long would the instance remain before it was unloaded? Next DT I spose?

You seem to be going in an interesting direction here...
I'm not exactly sure if using logoff&on is a valid way of finding out if your WH system is empty or not. 
However, I dont know how long it takes a system to close after its only inhabitant has logged off.

Yes, thats exactly what I was wondering. I guess if wrecks etc exist the instance would remain on logoff, but if the system were virginal would a logoff/logon confirm a population. I'm leaning to thinking probably no, my money being on it remaining until DT.
I shall be testing this over the next few days I think - just for the hell of it as I dont really think it would be that handy anyway, people can of course arrive moments after you confirm it is empty.

After downtime, all WH's (all systems??) are unloaded. If you are the first guy to enter this WH, loggin in or using the WH entrance, the system loads, gives you an error message, and then you may try again. Gives you a good indication you are alone, however, it only works first time after downtime, after that everything works as normal

All systems are of course unloaded at down time, because the server reboots. Which systems are automatically loaded when it boots up, if any, I don't know. But some systems aren't loaded at all until someone tries to go there, either via stargates or logging in.
Once loaded the system stays loaded until the next down time.
At least that is my understanding. It may be wrong.

Plenty of empty systems on the test server, and pretty much guaranteed that nobody is entering the system while you are logging off....

Correct. At DT, systems are unloaded from the node servers, and only loaded when called upon. The first person to enter any system after DT should get a "system is loading" message, indicating that the system has been called up and is being started by the node.

This happens in deep 0.0 systems also. The system stays loaded until the next downtime.
