The regular sized ice belts would be too large, but perhaps a smaller chunk of ice would be better for all intents and purposes.
The sites could be called Comets or rogue chunks of a solar Oort cloud.

You dont have any necessity of other ice sources, the ones allready in game are for all extent infinite so there's no real competition in sources, only in prices.
And no, you cant have ice in wh - its a needed mechanic, you cant be totally autosufficient there.

This would be more suited to being a part of a larger change to mining, ie; moving the bulk of mining sites to the exploration/anomaly system, anomalies already often have mineable rocks in them, simply increase their numbers and the amount/quality of ore in them, and any ship can find the basic sites using the on-board scanner, the better sites would require probing like now.

if the grav site gives u ark and bistot while we usually don't have ark/bistot (it's ark OR bistot) why not add ice sites with 10k each or so wit the other 3 iso we usually don't have

I don't ice mine, but I like this idea. The "there's enough ice in the belts because they're infinite" argument is bad. There are infinite asteroids in belts too, but that doesn't make grav sites worthless. I second the suggestion that an ice site could simply have a variety of ice normally found in another empire's space. I strongly agree that you can't have ice in WHs, unless its a new kind of ice that doesn't process into pos fuel, but something else. As a matter of fact, I'd like to see sov claiming structures buildable with a material just like that. "Deep Ice" is used to make the "multistate hydro-core quantum circuitry" required to make state of the art stargate jamming equipment (SBUs). Something like that. Ice is not present in w-space in order to add some logistical difficulty to operating a POS there. i.e. its absence is part of the balancing of w-space.
This is a good thing.

actually even IF ye had ice in wormspace u STILL need to go back to kspace to buy the other pos fuels such as enriched uranium, mechanical parts, robotics, & coolant, so i dont see the logic of your arguement
