-- Amarr or minmatar specd preferred (Gallente is also ok no caldari please)
-- Must have: frigate/cruiser/BC/BS 5 (command ship/logistics/recon ships 5 would be nice also)
-- Decent learning skills
-- T2 Guns with good support skills
-- Decent Drone skills
-- Positive wallet
-- Negative sec status is ok but prefer above -5.0

Everything you want, and more.
You said no Caldari, but this char has trained the basic ships to lvl 4 purely for the Succubus/Phantasm/Nightmare and Worm/Gila/Rattlesnake pirate ships. I think you will agree thats a good thing.

I have everything on your list, less BC 5 and command. Plus Gallente Strat cruiser.
Otherwise a nice sub cap PVP character.

Nice but too many extraneous skills in science and industry and not enough sub-cap specialization
