Go to 0.0, kill a battleship rat and then do the same in the next system, carry on moving through systems killing a rat in each. If you can find a number of systems that run in a circular route then even better.
You get a standing increase each 15 minutes per system you ratted in, so using multiple systems can increase the standings gain tenfold. If you can't kill 0.0 rats or can't access 0.0 then kill battleships in low-sec.

be sure to use the filters on your galaxy map to help determine which areas to avoid. set up a ratting ship that's designed to ninja and know where the nearest npc stations are. know how to get out of gatecamps. set up a few safespots in your favorite systems. once you're paranoid enough, you can pretty much weasel out of any dicey situation.

I hear delve is pretty empty these days... Try there.. Rats are good.

come to Ihakana and sit outside the Bank station killing the rats. Its dead easy and a really safe system
