From patch notes :
New Ships
Blueprints for Battlecruisers, Destroyers and Mining Barges are available on the market. NPC corporations will sell the Barges and Destroyers but Battlecruisers will be fully player manufactured. Faction ship can acquired through special offers your agent gives you for your loyalty to him and will be added to high level Complexes when they become available.
So where can I find them ?

I believe ORE own 4 stations spread across 2 systems in Fountain.
Eg 4c-, is the start of one of the systems -- try there. I know we did ;-)

ORE = Outer Ring Excavations...
They own several stations in the Outer Ring. :)

Oh yah.. they're for sale out in the outer ring at ORE stations. Made a special trip out there to get them. Unfortuneatly the price tags made me turn around and come right back my own side of the galaxy. Small BPO goes for 500m, Medium BPO goes for a cool Billion, and the Large BPO is a whoppin' 2 Billion.
Even with As much heat as thouse BPO's would generate in a nice toasty fire to over which I'd roast some marshmallows.. I just don't think droppin' that kinda cash just to build an F'in Mining BOAT is worth it.

The BPO's are availalbe in Ore Syndicate and are priced as follows:
Small : 500m
Medium : 1B
Large : 2B
Needless today there are plenty of copies available like 2,500 of them each.
Beaware that the entire area is crawling with player pirates since you have to trevel about 8 or so more jumps in 0.0 space to get to Ore syndicate place.
With the lag on servers at the moment it's not uncommon for you to bounce off gates pretty requraly when trying to turn the blockades. So you got a chance to get through, and you have a chance of not :P

Haven't look on traq. since the patch, but on the test server they where at the 2 ORE stations in the outer ring as many others have pointed out. The prices quoted where also the prices on the test server. The question is do you want to try to move a few billions isk of bpo's around in 0.0?
It makes sense that the ORE sells the bpos at their stations since thats how everything else works, but seems ironic that getting the bpo for what could be considered an entirely carebear item will likely involve going through pirate space.
