why not edit concord a little in the fd system to shoot any who agresses any one who is not present in any of the marked becons? it would stop fighting outside station for sure but it wont stop caps in ffa1 though but yeah just a suggestion

wont happen. too much work; and it would severely change the mechanics for testing in fd-mlj.
A) 0.0 nodes do not use the script that tracks agressive actions in high sec. B) modifying that script to ignore 350km of a beacon, certain ship types, and all the special cases and people that want to fight in safespots or moons, it's completely illogical to waste dev time.
so no. things will go as they are now. some rules will be broken, people will get caught, others will get a way with it.
The testing gets done. If any real testing like the mass-testing coming up is inhibited by rule breaking, the punishment will be more drastic.

Why not just UberBuff the station guns?
Simply give them a x10 damage mod or something.

Otherwise people will just keep being asshats everytime there's a new mirror being made. They're on SiSi ONLY to cause grief, because they, for some twisted reason, think it's fun to flip the finger at CCP and lol at annoyed people.
A substantial punishment is required to stem the flow of increasing bumhattery on SiSi, imo.

Hand out perma sisi bans + 2 week TQ bans.
It is safe to say that the amount of people hindering bug testing will decline sharply
