So I'm graduating from a Drake to a Raven and I notice that most of the Raven fits on Battleclinic use an active tank for PVE.
How does one decide on an active vs. passive tank for PVE? I'm interested in general principles, but if you want a specific case, what makes the Drake a better candidate for passive and the Raven for active?
And if the answer is "because of X attribute," what makes X the deciding factor?

It is better to active tank a Raven because you can fit damage mods, which in return lets you finish the mission faster.
I dont want to rule out passive shield tanking BS completely, it can be done, but they rely more on a huge buffer with a low recharge which makes them harder to use in practice because if you screw up and take on to many rats you'll pop. It needs max skills, best implants, best gang skills and so on to succesful passive tank a BS.

In general, Raven hulls at least are not passively tanked in PVE as the passive shield regen is poor And I believe it has a good cap recharge. Whereas on the Drake it has a decent shield regen and low cap recharge therefore it is passively tanked.
Then theres the fact a lot of people fit their Ravens for optimal mission completeion times. This means they are fitting three rigors and fours BCU's. If you decide to go passive on a Raven you will be using those low and rig slots for passive regen mods/rigs, which will drastically reduce your DPS and the amount of damage you can do to anything smaller than a BS.
To be honest, a decent passive tank on a Drake will be better than a poor active tank on a Raven. Make sure before you swap over you can use T2 active tank modules and can actually fit them. Otherwise there is a good chance your Raven will go bye byes.

Two Rat specific active hardeners (one for each primary damage type, i.e.,Guristas: Kinetic, Thermal). You can go with two more specific active hardeners or shield amplifiers (passive) if you've got good shield compensation skills.
The difference is that you get a bit more resist with an all active setup, whereas the hybrid active/passive is kinder to your cap recharge.
The BCUs in the lows (I also use a PDS to assist in cap recharge and shield boost rate)will make your gank an important part of your tank, as the quicker you destroy NPCs the easier it will be on your shields.
Your mindset needs to shift to putting out as much damage as possible in as short amount of time as possible. Your tank should be adequate but not become a crutch that a lot of Drake pilots become too reliant upon.
Keep those missile launchers firing, your drones moving from one target to the next (recalling them immediately when another spawn appears, then relaunching when your ship acquires the agro), and keep on top of things until your confidence in your Raven piloting is at a comfortable level. And then save up for a CNR and make the big Isk by gorging on Level IVs.

basicly for passive tank you needa look at 2 things, shield recharge time and max shield. lower the first or boost the second and your recharge becomes better. Besides the basic stats that people have written above me mentioned there's one more thing, the large shield extender is the largest shield of its kind which is good foor a drake since you can fit 3 of them and get vastly more max shield together with your low recharge time. Now a raven has a slower recharge time so it would need to fit bigger shield extender mods to compare to the drakes, but they dont exist so if you do it you end up with using way to many mid slots for that and you loose resists.
had there been an extra large shield extender, then things would be a lot different

PVP: High buffer, lower resistances PVE: High resistances, high boost, low buffer
That's how it normally goes.
