Which one should I use for close range? Conflagration seems do do a little more damage, but uses more capacitor. Imperial Navy Multi-Frequency does slightly less damage but uses a less capacitor. It also, if I'm reading the info page correctly, seems to wear out faster and is more expensive.
So which one is better for my Medium Pulse II's for ratting? Is the wear and tear really bad on the INM-F? It seems like it would be from how I'm understanding it.

Conflag is almost strictly worse than faction multifrequency. The only advantage it has is that it's cheaper. It's probably good enough for ratting (how often will you have tracking problems there?)
Note that the main difference between Conflag and IN MF isn't damage/cap use, but that conflag has a 50% (!) tracking penalty, which is why nobody uses it for anything ever because it's terrible. ________________

even the cost shouldnt be an issue; an IN-MF should last 4k shots or so, while a conflag averages 1k.

only main advantage of conflag is actually the fact it does a wee bit more thermal damage than MF.
not much, but something to consider about. ---

IMO without any prior knowledge about opponent, therm damage > em, making conflag a bit better against BS targets because of damage profile.
That said, the difference and applicability (its worse against anything else) is small enough that it isn't worth the cost and bother of bringing it (conflag ammo) along.
tl;dr -- in theory conflag can be better than IN MF in limited circumstances, but in practice its still not worth bringing with you.
