Ok, quick question. Dunno if this is the right forum but here goes...
Just came back from about a 6 month hiatus.
Stole from a can who didn't have any members from the corp in system, and then 2 guys from a completely different corp attacked me and they didn't get Concorded.
I thought that I had to be attacked by someone in the same corp. Did something change that I am unaware of?

Had you stolen from them in the past 15 minutes?
Have you returned at the time of a wardec and not realised?

I noticed something similar myself the other day in a joint Corps low sec roam. The Corps were not in the same alliance but when a target opened up on a member of the other corp, he became blinky red to us, which would lead me to believe that you flag yourself to the gang now....

My friend got can flipped one time not in same corp but same fleet and they person became red to me and i could freely attack
same thing happens if you are RR someone in a dif corp who is at war you will become red to their wt even though its diff corp and they are not at war with you.

Fleet or alliance has NOTHING to do with aggression, only corp does. What the OP says, if it happened exactly as he said, is impossible if he did everything right. Make SURE that the can you're about to flip is actually owned by the person you think it is, check it's info>corp BEFORE flipping.
Other possibility is that they started repairing your target which made them go red, they still can't attack you till you make the choice of attacking THEM.
I waste a lot of my time being a belt janitor and what you say has never happened to me.

as a belt janitor myself, i must confirm this. there's no possible way those guy could get flagged to you, unless they were in the belt and with a can near.
