I say lotto for a tier 2 navy bs ia better than refund. Or a tier 1 navy bs, since their price droppes quite a bit.

I have not been in game extensively for 2 weeks or so, so I have no clue of current prices, I will see if I can get a hold of grendell and find the pricing and also evemailing all the ticket holders for a majority vote.
